47. Navy
2009 Final CFN Ranking: 26
2009 was supposed to be a rebuilding year. How did that work out? Now the team has a quarterback in Ricky Dobbs who should be a fringe Heisman candidate working on offense with seven returning starters and more than enough talent to be far better and far more efficient. The defense has to replace Ross Pospisil and the entire linebacking corps, but most of the secondary returns and two key parts of the front three, Jabaree Tuani and Chase Burge, are back. Compared to what Navy has had to do in the past to replace key players, this is nothing. The schedule has a few interesting battles with Maryland and Wake Forest to deal with along with the usual games against Air Force, Notre Dame, and an improved Army. It’s not a cakewalk of a slate with SMU, East Carolina, Louisiana Tech, Duke, and Central Michigan looking like easier opponents than they really are.

59. Notre Dame
2009 Final CFN Ranking: 64
Brian Kelly might think his program is on a five-minute plan and not a five-year one, but it’s going to take a lot of work to come close to even thinking about going to the BCS with a muddle quarterback situation and with a schedule that will guarantee at least four losses. Jimmy Clausen left early and Dayne Christ is coming off major knee surgery meaning one of the new recruits might be under center for the opener against Purdue, Golden Tate is gone from the receiving corps, and the entire starting offensive line needs to be replaced. The defense gets everyone back on the front seven, including linebacker-star-to-be, Manti Te’o, while the secondary has to replace safeties Kyle McCarthy and Sergio Brown but gets back both starting corners. There isn’t a true break in the slate until Western Michigan in mid-October, and teams like Purdue, Michigan, and Tulsa will be better than last year.

107. Army

2009 Final CFN Ranking: 104
Rich Ellerson might actually have Army in a bowl in his second year at the helm. The team isn’t going to be all that great even with a slew of veterans returning, but the schedule is nice and soft with only two games against BCS conference teams: Duke and Rutgers. If the Knights are any good, they have to beat Eastern Michigan, Hawaii, North Texas, Tulane, VMI, and Kent State. That’s a bowl season. The offense gets back seven starters with a year of experience in the system, while the not-that-bad defense returns eight starters. This might just be the year Army finally beats Navy.
